#10013 Permission denied

I try to develop web server in windows 10 and Delphi 10. The Web Server cannot listen.

It gives me ERtc Socket Error>Error #10013 in "bind:" Permission denied.

I turn off firewall, defender, and use port 81, all not working.

Everything works under windows 7 environment.

What else I can try to make it work under Windows 10?

Check if the Port you are trying to use is not already in use ("NETSTAT -an" in command prompt).
On Windows 10, some Services are started by default which take over some listening ports.
